Announcement on Public Selection (Recruitment) of Staff of Institutions Affiliated to Loudi Development and Reform Commission in 2022

Due to the need of work, with the approval of the Municipal Human Resources and Social Security Bureau, the unit affiliated to the Municipal Development and Reform Commission plans to openly select (recruit) 3 staff members (see the attached table for details of each position and application conditions). The relevant specific matters are hereby announced as follows:

I. Transfer (Recruitment) Position and Plan

Loudi Development and Reform Commission has publicly selected and transferred 2 staff members and recruited 1 staff member this time. For specific job plans and requirements, please refer to the List of Public Transfer (Recruitment) Job Plans and Requirements of Institutions Affiliated to Loudi Development and Reform Commission in 2022 (Annex 1).

Second, the principle of transferring (recruiting)

(a) adhere to the selection criteria of having both ability and political integrity;

(two) adhere to the principles of openness, equality, competition and merit;

(three) adhere to the needs of the work, people and posts, pay attention to comprehensive ability and professional knowledge.

Combine knowledge with practice.

III. Qualifications for Transfer (Recruitment)

1, with good political literacy, law-abiding, moral integrity, good health;

2. Under the age of 35 (born after August 31, 1986). Those who participate in the public selection have one of the following conditions, and their age can be relaxed to below 40 years old (born after August 31, 1981): ① Full-time graduate students (inclusive) or above; ② Those who have obtained intermediate or above titles; ③ Those who have worked in the development and reform departments at or above the county level for more than 3 years.

3. Bachelor degree or above;

4, with more than two years of grassroots work experience.

5. Having worked in the current unit for more than one year and served in the current position for one year, the unit agreed to apply;

6, nearly three years of annual assessment are qualified or above (except the probation period).

7. In any of the following circumstances, you may not apply:

(1) suspected of violating the law and discipline, being examined by the relevant specialized agencies, and no conclusion has been reached;

(2) The use is affected during the period of punishment, under the influence period or expiration;

(3) Under the minimum service period;

(4) illegal entry into institutions, illegal acquisition of corresponding identities or other violations of cadre and personnel policies have not been dealt with;

(5) Persons who are listed as joint disciplinary targets for dishonesty according to law;

(6) other circumstances that are not allowed to apply for the examination as stipulated by laws, regulations and relevant policies.

The above relevant years are calculated as the deadline.It is August 31, 2022.

Fourth, the selection (recruitment) procedure

According to the procedures such as announcement of transfer (recruitment), registration and qualification examination, written examination, interview, physical examination, inspection, publicity and transfer (employment).

(a) release the transfer (recruitment) announcement

        The announcement of transferring (recruitment) was issued by official website (http://rsj.hnloudi.gov.cn) of Loudi Human Resources and Social Security Bureau and official website (http://fgw.hnloudi.gov.cn) of Loudi Development and Reform Commission, and the announcement time was not less than 5 working days from the date of release. The written test scores, interview shortlist, comprehensive scores and physical examination shortlist were published in official website (http://fgw.hnloudi.gov.cn) of Loudi Development and Reform Commission.

(two) registration and qualification examination (on-site registration and qualification examination)

1. Registration time:From September 20th to September 22nd, 2022 (8: 00-12: 00 a.m. and 3: 00-6: 00 p.m.), the applicants are responsible for the accuracy and authenticity of all the information provided by them.

2. Registration method:Take the on-site registration method, and you can’t entrust others to register. Each person is limited to one position. The registration place is the Personnel Section of Loudi Development and Reform Commission (Room 3401, Floor 4, Building 3, Xiangzhong Avenue Municipal Government Courtyard, Tel: 0738-8269969).

3. Registration materials:"Registration Form for Public Recruitment of Staff in Institutions Affiliated to Loudi Development and Reform Commission in 2022" (see Annex 2) in duplicate (stamped with the official seal of the organization and personnel department of the unit) or "Registration Form for Public Recruitment of Staff in Institutions Affiliated to Loudi Development and Reform Commission in 2022" (see Annex 3) in duplicate; Original and photocopy of my valid ID card, academic degree certificate and relevant qualification certificate; The employment contract or other relevant materials that can prove the identity filed by the human and social departments (stamped with the official seal of the personnel department of the organization); Photocopy of the annual assessment registration form for the last three years (stamped with the official seal of the organization and personnel department of the unit); Proof of work experience; Original qualification certificates and other relevant certificates; One-inch recent bareheaded half-length color photos 3. Except for ID card, graduation certificate, degree certificate and relevant qualification certificate, all other application materials will not be returned.

4. Qualification examination:Applicants must register in strict accordance with the qualifications of the announcement, and conduct a preliminary qualification examination when registering. Candidates who have passed the qualification examination will receive the admission ticket from the Personnel Department of Loudi Development and Reform Commission three days before the exam (the specific time will be notified separately). If the information provided by the applicant is untrue, inaccurate or incomplete, the applicant shall bear the responsibility. Qualification examination runs through all aspects of registration, examination and inspection. Once candidates who do not meet the requirements for registration are found, they will be disqualified from transferring (recruiting) immediately.

(3) written examination

It is conducted in a closed-book way, and the comprehensive management position mainly tests the theoretical literacy and public basic knowledge of the candidates; The project review post and inspection and testing post mainly test the professional ability required for candidates to apply for the post, and do not specify the examination scope, with a total score of 100 points. If the ratio between the public transfer (recruitment) plan and the number of applicants is not less than 1:3, and the required ratio cannot be met, the proportion may be appropriately reduced or the transfer (recruitment) plan may be reduced with the approval of Loudi Human Resources and Social Security Bureau. Candidates will take the written test at the designated time and place with the admission ticket and valid ID card (the time will be notified separately, see the admission ticket for details).    

(4)interview

Among those who apply for the same position, the interview candidates are determined according to the ratio of 1:2 according to the written test scores from high to low (all those with the same written test scores enter the interview as parallel personnel). Set the interview passing score to 60 points, and those whose interview scores are lower than 60 points (excluding 60 points) shall not enter the next link. Using structured interview method, it mainly tests the basic qualities and abilities required by applicants to perform their duties, with a full score of 100. The specific time and place of the interview will be notified separately.

(5) Physical examination

According to the proportion of 40% written test scores and 60% interview scores, the comprehensive scores are the same, and they are ranked according to the written test scores. Written test scores, interview scores and comprehensive scores are rounded to two decimal places. According to the comprehensive score of the exam, the physical examination object is determined from high score to low score, and the ratio of physical examination object to the number of selection (recruitment) plans is 1:1. The physical examination hospital is selected according to the relevant regulations, and the physical examination is carried out according to the General Standard for Physical Examination of Civil Servants (Trial) and the Manual for Physical Examination of Civil Servants (Trial).

Those who take part in the medical examination must hold the written admission ticket and my second-generation valid ID card for medical examination. Those who do not bring the above documents or have irregular documents will be disqualified. Those who fail to arrive at the designated place to participate in the medical examination within the specified time are deemed to have given up automatically. Toxicological examination shall be included in the scope of physical examination, and the expenses of physical examination shall be borne by the examinee, and relevant matters of physical examination shall be notified separately. Those who pass the medical examination enter the inspection procedure.

(six)inspect

Comprehensively investigate the situation of morality, ability, diligence, performance, honesty, political and professional quality, and the degree of matching with the position, and check the personnel files. Take appropriate inspection methods according to the specific conditions of the inspected objects, and form specific written inspection conclusions. Anyone who fails to provide the information required for the inspection within the specified time shall be deemed to have given up the inspection qualification automatically.

If there is a vacancy due to unqualified physical examination or inspection or abstention, the position will be filled in turn according to the comprehensive score ranking of the shortlisted interviewers.

(seven) publicity and transfer (employment)

According to the examination, physical examination and investigation, the party group of the Municipal Development and Reform Commission collectively studied and determined the candidates to be selected (recruited). The names of the personnel were publicized in official website of Loudi Human Resources and Social Security Bureau and official website of Loudi Development and Reform Commission for 5 working days.

Upon the expiration of the publicity period, those who have no problems or reflect problems that do not affect the results of selection (recruitment) will be officially identified as selection (recruitment) personnel, and the transfer (employment) procedures will be handled according to policies and procedures. The post level of the selected (recruited) personnel is determined by whether the original employment level of the proposed personnel corresponds to the number of positions of the recruiting unit. If there are no vacant positions corresponding to the post level of the recruiting unit, the higher vocational colleges will be hired low.

V. Disciplinary requirements

In accordance with the requirements of public institution selection (recruitment), adhere to the principles of openness, equality, competition, and merit-based, strictly follow procedures and regulations, resolutely put an end to the phenomenon of fraud and favoritism, and deal with those who violate the provisions of public institution selection (recruitment) in the process of public selection (recruitment) in strict accordance with the Provisions on Handling Violations of Discipline in Public Institution Recruitment (Order No.35 of the Ministry of Human Resources and Social Security).

VI. Others

(1) This selection (recruitment) work is organized and implemented by the Loudi Municipal Development and Reform Commission, and guided and supervised by the Loudi Municipal Human Resources and Social Security Bureau.
